Stores That Accept EBT Online, State by State

SNAP EBT online works in all 50 states and DC at USDA approved retailers such as Amazon, Walmart, Target, Costco and ALDI; fees still need another card.

Which stores take EBT online depends on where you live, because the USDA approves online SNAP retailers state by state. This page sums up, in our own words, what the USDA and the stores' own help pages said on October 27, 2026. The official pages are the ones that apply; check them before you place an order.

Where SNAP online works

The USDA says SNAP online is available in all 50 states and the District of Columbia. Only two US territories, Guam and the US Virgin Islands, had not yet started online purchasing. The USDA's SNAP online page has a map: pick your state and it lists every retailer approved there.

Two rules apply everywhere:

  1. Only eligible food. SNAP benefits cannot pay for delivery, service or convenience fees of any kind, so plan a second payment for those.
  2. Your PIN is still needed. The USDA says online EBT payments use your card's PIN, entered through a secure, encrypted system.

The USDA also says the best way to know whether a store delivers to your address is to check the store's own website.

Big names on the state lists

We read the USDA retailer lists for three large states. National chains show up on most of them, but not every chain is in every state.

Regional grocers fill out each list: H-E-B in Texas, Safeway and Ralphs in California, Giant Eagle and Meijer in Ohio, for example. Delivery apps such as Gopuff and DashMart also appear on all three lists.

Store rules worth knowing

Target

Target says SNAP EBT is accepted on Target.com and in the app, but cash EBT is not accepted online. SNAP EBT cannot be used for items sold by Target Plus partners, and it cannot be combined with a split payment by credit or debit card.

Amazon

Amazon's help page says an EBT card cannot pay for a Prime membership. People who verify SNAP, and other listed assistance programs such as Medicaid, WIC or SSI, can join Prime Access, which Amazon describes as Prime at less than half the cost. You verify again every 12 months to keep the discount.

Costco

Costco says all its warehouses accept EBT cards and that it follows state law on what EBT can buy. Its EBT answer does not mention Costco.com, even though Costco appears on the USDA lists we read; check your state's list and the store before you order online.

Before you check out

  1. Open the USDA map for your state to see which retailers can take your card online.
  2. Look for the SNAP label on items; anything not eligible goes on another card.
  3. Keep a card on file for delivery fees, service fees and tips.
